Description
Gouki Zenjou, former right-hand man to the first Blue King Jin Habari and survivor of the Kagutsu Crater incident, lost his left arm shielding Habari from the explosion caused by Red King Genji Kagutsu's Damocles Down, leaving a prominent facial scar across the bridge of his nose and left cheek. When Habari's destabilized Weismann level then risked a second catastrophe, Zenjou reluctantly killed him to prevent another Damocles Down, an act that drove him to leave Scepter 4 and live in seclusion for over a decade.

Historically known as "Zenjou the Ogre" for his violent, ecstatic combat style and disregard for orders, he wielded a personalized Demon Sword. His relationship with Habari featured philosophical exchanges, like a discussion on spatial awareness and fate sparked by dodging bird droppings during training, highlighting their contrasting views on instinct and control. Shiotsu Gen, Habari's other close clansman, often criticized Zenjou's insubordination, though Habari tolerated it, comparing Scepter 4's dynamics to a "superorganism" reliant on reflexive actions.

Persuaded to return by the new Blue King Reisi Munakata, Zenjou stipulated a non-combat role, becoming Director of the General Affairs Division File Room to manage archival documents. Despite this administrative position, he occasionally led dojo training sessions, his commanding swordsmanship presence contrasting with his usual mild demeanor. His return was partly to observe and judge Munakata's suitability as king.

Zenjou's role evolved into a contingency measure for kingly instability. He acknowledged killing Habari to Awashima Seri when she inquired about Kagutsu and later prepared to euthanize Munakata after the latter's damaged Sword of Damocles showed electrical surges post-battle, underscoring his function as a failsafe against catastrophic threats.

Physically, Zenjou is a tall (195 cm), muscular man with spiky brown hair and brown eyes, often wearing red square-rimmed glasses. His Scepter 4 uniform is modified with the left sleeve knotted above the elbow. Outside duties, he avoids the cafeteria, using a small kitchenette near his file room.

Zenjou's development shows a shift from a solitary, distrustful recluse to a reserved but integrated Scepter 4 member. He maintains a detached yet observant stance, intuiting Munakata's underlying bewilderment when reporting infrastructure sabotage during a crisis. Interactions, like correcting Kuroh Yatogami about a cat's name or intercepting sniper fire aimed at Munakata, reveal his latent protective instincts and dry wit.
