Site Administrator Ni oversees the Mahou Shoujo Site as one of eighteen Administrators, entities that distribute magical Sticks to traumatized girls. Administrators are reborn Magical Girls who died after depleting their lifespans through Stick use, transformed into monochrome humanoids with hollow bodies covered in iron sand-like nano-particles. This coating grants their abilities and altered appearances. They wield their former Stick's powers but lose all memories of their human identities. Ni has two distinct incarnations. The original Ni was human Shizuka Ochi, a middle school student who stopped attending school after being assaulted and beaten by four male classmates. Shortly after, the boys were found dead from extreme blood loss. Similar murders ceased once Shizuka exhausted her lifespan and vanished. Her violent history as a Magical Girl shaped her Administrator persona, granting her blood manipulation abilities to desiccate victims. As Ni, she exhibited a vulgar, playful personality prone to violent outbursts, frequently insulting opponents and complaining about her workload. She displayed overconfidence in battle, underestimated threats, and reacted with psychotic rage when provoked, such as killing a school guard during a confrontation. After the original Ni was killed, Tsuyuno Yatsumura became the new Ni. Tsuyuno was a Magical Girl who depleted her lifespan using a smartphone Stick to freeze time. Her transformation occurred when black smoke surrounded her body, signaling her rebirth as an Administrator. She retained Tsuyuno's time-freezing ability, activated by clapping her hands and allowing selective unfreezing of targets. While maintaining Ni's playful and vulgar speech patterns, Tsuyuno's incarnation remained calmer and less prone to violent outbursts than her predecessor. Physically, both Ni incarnations shared identical monochrome forms: black hair, a white headband, and a Hyottoko mask (based on a comical Japanese figure). They wore black Japanese male school uniforms. Their bodies, hollow with no internal organs like all Administrators, dissipated into black smoke upon death. The nano-particle coating enabled physical transformation and ability manifestation. Ni's primary abilities included: - Blood manipulation (original incarnation, via an unspecified Stick) to desiccate victims. - Force projection (original incarnation), creating blade-like projectiles or enhancing physical strikes. - Time freezing (Tsuyuno incarnation), controllable through thought. - Generic Administrator traits: electronic network travel for undetected movement and surveillance, and global information control to erase evidence of Magical Girls. Ni distributed Sticks in Hachiōji, Tokyo. Her Sticks featured Roman numeral emblems and bone wing designs, implanted on recipients' left clavicles. Known Sticks she distributed included a flip phone (time rewind), PET bottle (oxygen trapping), flute (unknown ability), and eraser (unknown ability). Within the narrative, Ni participated in Administrator councils and missions. Ichi assigned Tsuyuno Ni to accompany Juuroku to eliminate former allies, a mission showcasing her time-freezing power. Ni was ultimately separated from the Administrator form using Aya Asagiri's Stick in Chapter 125, reverting Tsuyuno to her human state. Trivia notes state Ni's name means "Two," and she was the first Administrator confirmed killed and reborn. Administrators are gender-neutral despite former female identities, with some, including Ni, referred to with female pronouns in human form.
