Description
Loria commands the NKVD within the Russy Federation and holds a seat on the nation's Central Committee. His character draws inspiration from Lavrentiy Beria. Following the Russy communist revolution, Loria orchestrated sweeping purges, branding regime opponents—nobility, industrialists, officials, military officers, and mages—as "enemies of the people" destined for forced labor camps. These actions cemented his standing and trust with General Secretary Josef.

He exhibits a cold, emotionless personality marked by lustful tendencies, leveraging his authority for predatory behavior without consequence, even traveling to select women. Witnessing Tanya von Degurechaff during the 203rd Aerial Mage Battalion's attack on Moscow ignited an intense obsession within him. This fixation shifted his wartime focus towards capturing Tanya, prompting him to advocate reinstating purged generals and mages to strengthen Russy against the Empire.

Loria operates with extreme ruthlessness, showing no mercy; even minor suspicions drive him to betray associates. He ordered the immediate arrest of Central Committee member Nikolai solely over suspicions of collaborating with the Empire after Nikolai dined with its diplomats, fostering widespread fear and hostility toward him within the party. While predatory behavior towards women remains a consistent flaw, his obsession centers exclusively on Tanya after their encounter, causing her recurring physical shivers.

Identifying Tanya's presence during the defense of Tiegenhoff, Loria pushed for massed assaults to seize the city, prioritizing her capture over broader strategic objectives. His decisions resulted in costly human-wave attacks against Imperial forces.
