During high school, Fubuki befriended Psykos. At seventeen, she sealed Psykos' psychic abilities when Psykos advocated humanity's extermination in their psychic research club. As an adult, Fubuki commands the Blizzard Group and holds B-Class Rank 1 in the Hero Association. She deliberately avoids A-Class promotion, believing elite heroes like Amai Mask and Atomic Samurai's disciples would obstruct her advancement.
