Inori Hakkai holds the position of deputy supervisor in building five at Nanba Prison. This pride fuels extreme self-reliance; when inmate Enki Gokuu escapes under his watch, he solely blames himself, fakes betrayal to lock up fellow guards, and pursues Enki alone—a stubborn pattern persisting even after confrontation.

Key plot involvements include competing in the New Year's Tournament’s daruma-drop event, where he taunts opponent Yamato Godai before defeat. Later, he twice visits Enki Gokuu’s cell: first to reveal inmates Jyugo and Musashi’s superhuman abilities, and second to discover Enki’s escape following the cell’s destruction. During building five’s operations, he often abandons supervision to gamble or relax, once provoking an assault from supervisors after making inappropriate remarks about Momoko Hyakushiki’s physique.

His hobbies revolve around gambling—mahjong, horse racing, lotteries, and pachinko.
