Harunobu Kazama is a commissioned officer in the Japanese National Defense Force, holding the rank of Major and later Lieutenant Colonel and Colonel as the commander of the 101st Brigade's Independent Magical Battalion, an elite unit that operates with significant autonomy and enjoys a status within the military that surpasses his official rank due to his battle history and the unique nature of the unit. Physically, he is described as having a robust appearance with a weathered, sun-hardened face that reflects his extensive field experience, yet despite an extremely heavy workload, he shows no signs of aging or fatigue.

In terms of background, Kazama is a practitioner of ancient magic, specifically classified as a ninjutsu user, and is the foremost disciple of the master magician Yakumo Kokonoe. Before becoming Yakumo's disciple, he had already mastered the Tengu Arts, which remain his greatest skill. He holds a B-rank license as a magician but is globally acknowledged as one of the finest users of ancient magic, particularly in forest or mountainous terrain, where he earned the nickname Great Tengu during the Great Daitō War for his guerrilla warfare tactics against the Greater Asian Alliance. During that conflict, he joined Vietnamese forces in their guerrilla campaign, but upon returning to Japan, military leadership sidelined him from promotion tracks to avoid direct confrontation.

His personality is defined by a very strong will that allows him to stand up to formidable opponents, a dislike for small talk, and a tendency to enjoy provoking Tatsuya Shiba. He maintains a chilly relationship with the Ten Master Clans, who represent the pinnacle of modern magic, but has a distinctly different, more positive relationship with his own subordinates. As a military commander, he is recognized as one of the nation's distinguished leaders in the realm of paratrooper operations. He demonstrates a strong aversion to curses and harmful magic against others, a characteristic rooted in his identity as an ancient-style magician.

Kazama plays a central role in the military structure as Tatsuya Shiba's direct superior, having first encountered Tatsuya in 2092 during an incident in Okinawa where he interrogated the Shiba family. When the Greater Asian Alliance invaded Okinawa, he fought alongside Tatsuya and witnessed the activation of Material Burst, Tatsuya's strategic-class magic. Subsequently, he participated in negotiations with the Yotsuba family regarding the military loan of Tatsuya's abilities. It was Kazama who introduced Tatsuya to Yakumo Kokonoe, making the two fellow disciples under the same master while maintaining a pragmatic military superior-subordinate relationship. The two share a bond of friendship and a fellow-disciple connection, yet both would prioritize mission requirements over personal loyalty should the situation demand it.

Key relationships include his trusted superior, Brigade Commander Hiroshi Saeki, who has been his commanding officer since the Great Daitō War, and Yuuzou Mibu, a comrade-in-arms who shares barracks with him. Kazama also maintains strong bonds with the other members of his battalion.

Throughout his development, Kazama's relationship with Tatsuya undergoes significant evolution. When Tatsuya was publicly announced as the fiancé of the next head of the Yotsuba family, Kazama perceived the growing risk of military dependence on Tatsuya's power and chose to distance himself, though he grappled with guilt over failing to assist Tatsuya during subsequent difficult times. When Tatsuya announced his intention to leave the Independent Magical Battalion, Kazama, under orders, attempted to detain him alongside another officer but was rendered incapacitated and defeated, after which he praised the abilities Tatsuya had developed that allowed him to triumph over their shared master, Yakumo. Following this, he harbored a sense of rivalry toward Tatsuya while continuing to follow orders from superiors even when aware of their true intentions.

In later developments, when Saeki conspired with others regarding the Strategic-Level Magician Management Treaty with the intention of manipulating Tatsuya as a pawn, Kazama understood the military logic but felt internal revulsion toward the conclusion. These schemes were nullified when General Soga took action based on information provided by the Yotsuba family, and Kazama was subsequently appointed as commander of the newly expanded Independent Magical Regiment, promoted to Colonel. At that time, General Soga requested that he sever ties with Saeki, which he accepted. In the Mage Company continuation, Kazama appears as the superior of Mari Watanabe, whom he assigns to protect Mayumi Nanakusa during her travels, demonstrating his commitment to protecting citizens and magicians traveling abroad, a stance that contrasts sharply with the information department's attempts to obstruct such travel.

Notable abilities include his mastery of Tengu Arts, which as an ancient magic practitioner allows him to operate with exceptional effectiveness in specific environments. As one of the few individuals capable of engaging in serious combat with Tatsuya Shiba, his combat prowess is considerable.
