He created Daisy (Desire Accessible Information System), a program designed to interact with human desires, grant wishes, and manifest supernatural abilities called Orders. A decade before the main events, he orchestrated the Great Destruction, a global catastrophe causing massive devastation and loss of life. Though presumed dead in the incident, he survived. His driving motivation was achieving universal harmony and bliss for humanity. To accomplish this, he planned to open a Gate to another dimension, believing it would fulfill all human wishes. This required sacrificing his stepdaughter, Sena Hoshimiya, as the key to activate the Gate. He accepted the risk of triggering another Great Destruction as necessary. Following the initial catastrophe, he assumed the position of Vice-Director within the UN Department of Public Safety, using this role to advance his agenda and amass followers. Gennai possessed the Order "Mind Set," enabling him to control individuals within a two-meter radius. Affected individuals displayed a star-like pupil in their right eye and remained under his influence even after leaving his proximity. He utilized this power for manipulation, such as suppressing Sena’s objections during a broadcast to force her compliance. His personality was characterized by strategic, analytical thinking and emotional detachment. He willingly exploited familial bonds, manipulating his son Eiji Hoshimiya and stepdaughter Sena as tools. Despite this utilitarian approach, he showed protective tendencies towards Sena, taking a bullet to shield her during a confrontation, though his ultimate loyalty remained to his vision of a perfected world. His relationship with Eiji was adversarial; Eiji initially did not recognize Gennai as his father and opposed his plans. Gennai viewed Eiji as instrumental to his experiments, framing him for the Great Destruction and later attempting to use him to complete the Gate. With Sena, interactions were marked by exploitation of her Order abilities and emotional vulnerability, complicated by occasional protective actions. Daisy, his creation, referred to him as "father" and operated under his directives as a communication system for Orders. Gennai's plans culminated in Heijōkyō, Nara, where he initiated the process to open the Gate. This led to a confrontation with Eiji and the Dazaifu Government Organization. During the conflict, he was shot while protecting Sena from an attack by Yoshitsune Hiiragi. In his final moments, he expressed regret but maintained a desire to witness the outcome of his experiment, acknowledging his own folly before succumbing to his injuries.
