Wy embodies the Principality of Wy, an artistic micronation depicted as a small-statured young girl. Her appearance includes bushy eyebrows reminiscent of England's relatives, rolled-up Kahiki shorts, a tank top with a pink smock, a forehead band-aid, and a red ascot. She carries a large paintbrush, her hair styled in a short, curly side ponytail held by a flower-adorned scrunchie.

Her personality mixes maturity and childishness; she scolds Sealand and Seborga for misbehaving in her garden while also valuing freedom and fun. She highlights her recognition by the mayor of Mosman, New South Wales, yet acknowledges no superior status among micronations. Artistic talent is implied for both her and her sovereign, Paul Delprat. Her origin stems from Delprat declaring independence from Australia in 2004 after being forbidden to build a driveway. This conflict fuels her ongoing driveway frustration, despite Australia recognizing her independence. Australia, referred to as her older brother, habitually lifts her when they meet, citing typical child treatment, much to her annoyance. She may have inherited unspecified traits from Australia.

Initially cold to Sealand when he seeks friendship after hearing of her independence, she points out her recognized status versus his unrecognized one, though they eventually become friends. Seborga surprises her in her garden but gets stuck in a tree, upsetting her; he remarks on finding her cute and potentially pursuing her when older. Hutt River serves as her mentor, though she struggles to understand him and initially refuses his visit during the micronations' friend-search; he tolerates her reluctance due to her junior status.

She debuted in the manga strip *The Principality of Wy-chan and the Mysterious Sealand*, later in Volume 4, depicting Sealand contacting her for friendship, leading to initial distress over her recognition comment before reconciliation. She appeared in Volume 5's *Advance! Newspaper Club!* strips as part of the "We Want to be accepted to W Academy Club" (anime omitted this scene). Additional manga appearances include a Halloween 2011 event dressed as a doll with Sealand and Seborga, and the *It's a Treasure Box of Countries~* event, searching for micronation friends with Sealand and Seborga. During this search, she expresses discomfort encountering Molossia and hesitates to visit Hutt River, who postpones deciding on their friendship invitation.

In the anime, she debuted in *Keep on moving!! March Forward, Sealand!* (Season 6, *The World Twinkle*), adapting her introductory manga. She features prominently in the two-part *It's a Pandora Box of Countries!*. In Part 1, she reluctantly joins Sealand and Seborga to recruit new micronations, criticizing Molossia's behavior after his initial hostility. In Part 2, she attempts to leave upon realizing their destination is Australia—her residence—but Hutt River intercepts her, insisting on proper etiquette. The group later encounters Ladonia, concluding their journey with all micronations uniting.

Her birthday corresponds to Delprat's 2004 declaration date. Her creation was directly inspired by his driveway conflict. On September 13, 2010, Delprat posted a painting on his blog depicting Wy with her paintbrush, easel, rabbit, and a Sealand-like figure. The post included Wy's anthem lyrics and her belief that international disagreements should be resolved through art, music, and poetry competitions, aligning with her artistic portrayal.
