This stems from a backstory where high intelligence was lost due to an accident.

His signature catchphrase, "Kore de ii noda" (これでいいのだ, "It'll be all right"), frequently justifies his illogical plans or actions, often seeking validation from his son Bakabon. Despite his foolishness, he maintains a philosophical outlook. Family interactions typically feature him instigating mischief with Bakabon, while his wife provides stability.

In the film "Yomigaeru Flanders no Inu," his real name becomes pivotal. A dark organization, Intelliperi, seeks it to activate the "Omega" device, believing it holds crucial power. Intelliperi even summons Nello and Patrasche from "A Dog of Flanders" from hell to target Bakabon, culminating in a confrontation where Papa's nonsensical nature inadvertently becomes key.
