Charles Phipps serves as one of Queen Victoria's Private Secretarial Officers and butlers, frequently working alongside his counterpart Charles Grey; the duo is collectively known as "Double Charles." Sporting short silver hair and a mole on the left side of his chin, he typically wears a distinctive white uniform: a double-breasted jacket, black tie, and an arrangement of cords looped around his torso and shoulder. A pin featuring Queen Victoria's profile hangs from a short chain on his uniform, and he carries a rapier on his left side.

Phipps exhibits a calm, reserved, and pragmatic personality, maintaining unwavering loyalty to Queen Victoria above all else. He typically avoids combat unless necessary, contrasting sharply with Grey's eagerness for confrontation. For instance, during an intrusion into the Phantomhive Manor kitchen, he observed Grey's fight with Mey-Rin and Baldroy without intervening, later assisting Mey-Rin after she was knocked down. He prioritizes empirical evidence over speculation, dismissing Grey's suspicions about Ciel Phantomhive's improbably fast package delivery by suggesting Ciel leveraged underground connections.

His skills extend beyond combat. Emphasizing that a "first-class butler" should handle diverse emergencies, he demonstrated this by swiftly sewing a flower onto Finnian's torn hat. Phipps is also adept at painting intricate Easter eggs, playing a snake-charming flute to disarm opponents, and cooking. He harbors a fondness for cute things, evidenced by his care for a baby chick that hatched during an Easter Egg Hunt; he later keeps it as a full-grown chicken, often perching it on his shoulder or head.

Phipps' history includes witnessing a young Elizabeth Midford's fencing prowess alongside Grey during their youth. Both later attended and graduated from Weston College.

Within the "Phantomhive Manor Murders" arc, Phipps and Grey forcibly entered Phantomhive Manor to deliver Queen Victoria's command for Ciel to host a banquet. While Grey attacked the manor staff, Phipps remained non-combative until Sebastian intervened. Afterward, he formally relayed the Queen's message, leveraging her dissatisfaction with Ciel's prior mission report to ensure compliance.

In subsequent arcs, Phipps continued to execute the Queen's orders. During the Luxury Liner arc, he and Grey intercepted Karl Woodley's transport under Scotland Yard disguises, with Phipps admonishing Grey for reckless actions. He later participated in the Easter Egg Hunt at Phantomhive Manor, partnering with Grey. Though they eliminated Finnian and Snake's team using his flute-playing skills, they were disqualified when their fertilized egg hatched mid-competition.

He appeared in later storylines, including accompanying the Queen to Weston College during the Public School arc and delivering analyzed plant specimens in the Emerald Witch arc. In the Blue Cult arc, he prepared cakes for the Queen's guests and escorted Sieglinde Sullivan during her audience with Victoria.

Phipps' recurring motto underscores his devotion: "All is as Her Majesty the Queen wishes it to be."
