Kate Hoshimiya, alias Venera, leads the secret organization Zvezda dedicated to world conquest. She appears as a petite 7 to 8-year-old girl with long lilac hair. As Venera, sections of her hair form horn-like shapes tipped with pink highlights. Her personality blends eccentricity, stubborn determination, and notable capability. She adheres unwaveringly to her world conquest ideology, confidently explaining her beliefs and maintaining absolute faith in success. She genuinely cares for her followers, viewing Zvezda members as family, symbolized by a dining area poster stating anyone sharing a meal becomes part of that family.

Contrary to her youthful appearance, Kate is an immortal being who has lived for millennia. She has led Zvezda since ancient times and possesses a connection to the ancient Udogawa civilization. Her ageless nature explains her perpetual childlike form.

Kate maintains distinct relationships with key members. She exhibits particular fondness for Asuta Jimon (Dva), recruiting him swiftly during their first encounter and personally assigning his alias. She allows herself comfort around him, even falling asleep against his back. Itsuka Shikabane (Plamya) intensely admires Kate, drawn to her appearance and demeanor, though Kate sometimes shows mild irritation at Plamya's affectionate advances. With Yasubee "Yasu" Morozumi (Odin), she displays unexpected leniency, commuting a punishment from execution to a week without dinner and later offering him a lollipop to help quit smoking. She values Natalia "Natasha" Vasylchenko (Professor Um) as Zvezda's scientific intellect alongside the robot Roboko.

Kate wields supernatural abilities central to Zvezda's operations: persuasive powers capable of influencing any being with a "human heart," potent energy shields deflecting tank fire, and her plush toy companion Galaktika functions as a formidable superweapon. The organization relies on "magical udo" (mountain asparagus) to power their base, enable transformations, and sustain Roboko.

Throughout Zvezda's conflict with the justice organization White Light and later Asuta's father, the Tokyo Governor, Kate faces significant challenges. Zvezda's base is destroyed, and key members are captured or scattered. She demonstrates resilience, personally confronting the Governor's giant robot in the climax using a practiced gymnastic maneuver to topple it. She rallies surviving allies—including defectors from White Light and captured members—to reclaim their territory.

Following these events, she continues her world conquest ambitions on a reduced scale while maintaining Zvezda's familial structure. The organization persists in smaller endeavors like neighborhood patrols, reflecting Kate's enduring philosophy that owning the ground one stands upon is the first step toward global domination.
