Description
Gorō Shikabane, alias General Pepel, holds a high-ranking position in the secret organization Zvezda. His Russian codename "Pepel" (meaning "ash") signifies rebirth and new beginnings. Prior to Zvezda, he led the Shikabane Union gang, forging a long-standing, complex mentor and father-figure relationship with Yasubee "Yasu" Morozumi. Personal allegiance to Zvezda and family concerns drove his decision to disband the gang.
Physically imposing, Gorō bears a scar on his receded forehead. He favors suits and sunglasses, echoing his gangster past, but switches to militarized gear for Zvezda missions: a bomb-proof suit styled like a Russian uniform, peaked cap, skull mask, and multiple munition pouches with drum magazines on his back. Despite his intimidating presence, he reveals a lighthearted side by carrying a tea set on operations to enjoy sweets, even in emergencies.
Gorō's personality blends sternness with unexpected traits. He maintains a strict, overbearing demeanor, especially toward Yasu, yet harbors deep care for him. He possesses a significant love for fancy desserts and drinks, replacing a former cigarette addiction. His loyalty to Zvezda's leader, Kate Hoshimiya, is absolute; he claims only she can dispatch him. He has not graduated from elementary school.
As a key Zvezda combatant, Gorō employs heavy explosives and large weapons, including club-shaped Panzerfausts, Vulcan cannons, and missile launchers. He battles adversaries like White Light and survives an initially presumed-fatal attack by the Capital Army and White Light. Following this, he confronts Kyoshiro Jimon in a fierce fight.
Family relationships are central. He is father to Itsuka Shikabane (Lady Plamya) and was previously married to her mother. After his first wife's death, he develops a connection with his sister-in-law, Kaori Hayabusa, who operates as White Falcon for White Light. Post-conflict, he travels overseas with Kaori to heal her old wounds; they eventually remarry, marking a new chapter.
His Zvezda combat role involves deploying handheld explosives. He shares a master-disciple dynamic with Yasu, rooted in their shared gang history. After Zvezda's major conflicts conclude, his story arc emphasizes reconciliation and new beginnings, particularly through his marriage to Kaori and continued mentorship of Yasu.
