As Shahalta's prime minister, Kochel (also credited as Kochel van Stenwald) orchestrates the monarchy's overthrow to establish a republic. He manipulates a national treasure exhibition as a cover to consolidate power and seize the royal treasures for himself. Initially the primary antagonist, he employs the hypnotic enforcer Viler to eliminate threats. His authority crumbles when his co-conspirator, Shion Adel Viccolobute, betrays and shoots him, reducing him to a secondary antagonist. Kochel's plan involves framing sky pirates for the treasure theft, a scheme disrupted by Lupin III. After Shion's betrayal, Kochel attempts escape with the treasure vault but is apprehended by Inspector Zenigata. He falls during this confrontation, leading to his arrest and imprisonment. This character's narrative is confined to this special and concludes with his defeat.
