Soumei, formerly known as the police dog "Black Fang," was the most dangerous and powerful within the force. Many Secret Dobermen sought comfort in him, following his wishes exclusively. His duties included executing a young Doberman who improperly took blood samples, considered an honorable death. Partnered with Joji for 18 years—a man he recalls "yelled a lot"—their collaboration advanced Joji's career. Soumei once sent a present to Joji's daughter, an act Joji disapproved of. After Soumei revealed police corruption, Joji initially believed him but found the truth unsustainable amid widespread lies; Joji ultimately committed suicide, leaving a note. This event profoundly disturbed Soumei, an impact that endures.
The police denied the suicide note's existence and arrested Soumei for Joji's alleged murder, causing the original Secret Dobermen group to disband. Using Soumei's DNA, the police created new Secret Dobermen: Hiroshi Inaba and Haruka Inaba, his biological sons. Facing arrest, Soumei employed his special ability to leave his body, possessing various hosts to survive. Prolonged existence as a spirit without a host would permanently prevent his return to his original form. His primary residence is now a small, sheep-sized doll wearing a blue vest, though he occasionally possesses Yatarō, a host trained for this purpose. His original body remains hidden by the police, driving his ongoing quest to reclaim it.
Physically, Soumei has shoulder-length black hair often partly tied back and black eyes. As a werewolf, he visibly ages over 30 years. His human hosts frequently display an "evil" expression. His sheep doll form stands approximately 10 cm tall.
His personality blends laid-back and perverted traits with moments of calculated, diabolical behavior. He frequently engages in inappropriate actions, such as attempting to molest Natsuki or lifting a female suspect's leg to see her underwear—ostensibly to check for blood evidence under her shoe. Despite his generally relaxed demeanor, he exhibits ruthless tendencies, exemplified by his unprovoked plan to kill Ogino. He also displays vanity in comedic contexts. As NORA's unofficial leader, he operates with informal authority.
His abilities include werewolf transformation and specialized scent detection. His advanced olfactory senses can identify lies through smell and detect traces of blood others miss—a skill bordering on a fetish. His primary supernatural ability is body possession, enabling his escape from arrest but now necessitating continuous body-hopping for survival. Without a host, he risks losing the ability to possess bodies or return to his own.
Relationships are complex: he is the biological father of Hiroshi and Haruka Inaba via DNA replication. Within NORA, he shares a connection with Haruka (the group's nominal leader) and interacts inappropriately with members like Natsuki. His dynamic with Yatarō is functional, relying on him as a trained host. Lingering trauma from Joji's suicide subtly influences his actions.
