Description
Cain Flaccano, alias Kepler, began his criminal career within Gasback's gang. He took part alongside Gasback and others in a significant bank heist, during which Cain orchestrated a mutiny. He shot Gasback and abandoned him, escaping with the stolen money. This betrayal financed Cain's fresh start.

He relocated to Macca City, adopting the identity of Mayor Kepler. Investing the stolen funds, he spearheaded major civic upgrades, including modernizing the city's power plant and commissioning a large, rotating bronze statue in his own likeness. This monument served his vanity and cemented his manufactured image as a legitimate community leader.

Fearing Gasback's vengeance, Cain insured the statue for five billion double dollars. This policy drew investigators Meryl Stryfe and Milly Thompson from Bernardelli Insurance Society. For protection, Cain hired numerous bounty hunters instead of standard security forces.

When Gasback resurfaced after twenty years seeking revenge, Cain sheltered two former accomplices, Dorino and Mechio, who had also betrayed Gasback. Confronted by Gasback in his mansion, Cain attempted to deflect blame by non-fatally shooting Dorino and Mechio, declaring them solely responsible for the past betrayal. This act revealed his readiness to sacrifice others for self-preservation.

Following Gasback's theft of the city's power plant and escape, Cain pursued him, launching a missile adorned with his own face intending to eliminate Gasback and his group. Nicholas D. Wolfwood intercepted and destroyed the missile. Ultimately, Cain faced arrest alongside Gasback and his henchmen, ending his tenure as mayor.
