Description
Curtis Miller grew up in Harvardville, a Midwestern American town. After training as a doctor, he moved to Raccoon City with his wife and child. His younger sister, Angela Miller, remained close and visited often. When the Raccoon City Destruction Incident occurred in September 1998, Curtis was outside the city. He tried to breach the quarantine zone to save his family but military blockades stopped him. He witnessed the sterilization bombing that killed his wife and daughter. This trauma ignited his obsession with exposing the government cover-up of the incident.

Seeking justice, Curtis joined the NGO TerraSave to protest pharmaceutical corporations, specifically targeting WilPharma, which he believed continued Umbrella Corporation's unethical legacy. His activism turned radical, involving violent threats and harassment against WilPharma. TerraSave expelled him to distance themselves from legal risks, resulting in his social isolation. He grew estranged from Angela, who worked for the Harvardville Special Response Team, and became known as a reclusive alcoholic.

By 2005, Frederic Downing, WilPharma's head researcher and a black-market bioweapons dealer, manipulated Curtis. Downing exploited Curtis's grief and radicalization, recruiting him as an unwitting pawn in a plot to stage bioterror attacks. Downing secured Curtis's cooperation by revealing classified details of the Raccoon City cover-up. Their plan involved releasing the t-Virus at Harvardville Airport during a national pharmaceutical conference, threatening further U.S. city attacks unless the government disclosed the truth about Raccoon City. Curtis believed this would prevent future tragedies, unaware Downing intended to use him as a G-Virus test subject.

On the attack day, Curtis infected multiple individuals at the airport with a high t-Virus load, triggering an outbreak. He escaped before lockdown and returned to his Harvardville family home, burning it down as a symbolic farewell. Using access provided by Downing, he infiltrated WilPharma's Air Dome Laboratory. During their meeting, Downing triggered an explosion that injured Curtis and abandoned him with a G-Virus sample. Interpreting this as a final protest opportunity, Curtis injected himself with the virus.

The G-Virus induced rapid mutations, transforming Curtis into a bio-organic weapon. Initial mutations granted enhanced strength and regenerative healing, enabling him to survive sustained gunfire from U.S. Army Rangers. His right eye was replaced by an ocular growth on his shoulder. Exhibiting uncontrollable rage, he slaughtered soldiers but displayed fleeting recognition of Angela during the confrontation. After being temporarily crushed by debris, he underwent a secondary mutation, growing a prehensile tail and increasing in size. He attacked an elevator full of Rangers, killing them, and pursued Angela as a potential G-embryo host.

As the lab's containment protocols activated, sections descended into an incineration pit. During the final confrontation on a descending section, Curtis saw a family photograph dropped by Angela and momentarily regained his humanity. He urged her to flee before reverting. Later, he grabbed Angela's leg as she and Leon S. Kennedy hung from a catwalk. Leon shot Curtis in the head, causing him to release Angela and fall into the incineration pit, where flames consumed him. Tricell Incorporated later recovered his remains for research.

Curtis frequently used the phrase, "If you don't try to save one life, you'll never be able to save any," reflecting his initial idealism. Leon later repurposed this phrase to convince Angela to abandon Curtis during his mutation. Post-incident investigations concluded Curtis was fundamentally a victim of Downing's manipulation and unresolved Raccoon City trauma, not a purely malicious actor.
