Description
Hisataka Kato leads the Katou Organization, opposing the JUDA corporation as its antagonist. He is the older brother of Emi Kizaki, both originating from a parallel dimension linked to the Machina robots' creation. Hisataka's core mission is defending Earth from "Central," an invading hive mind entity from an adjacent universe formed by humanity's collective consciousness merged with machines and driven by endless expansion. To achieve this, he employs morally ambiguous tactics, orchestrating conflicts and manipulating events. He believes stimulating human imagination through crisis is essential for humanity's survival against Central, making him a Well-Intentioned Extremist who prioritizes planetary salvation over ethics.

In both the anime and manga, his plans culminate in a Heroic Sacrifice during the final battle. Narrative differences exist: in the manga, Koichi Hayase forgives Hisataka and offers help, acknowledging his complex motives; in the anime, Koichi rejects Hisataka's justifications but agrees to a temporary alliance for the greater good. Hisataka consistently displays an Affably Evil demeanor, remaining polite and respectful towards adversaries despite ruthless actions. His distinctive appearance features blond hair, red eyes, and flamboyant attire, aligning with his characterization as a Fashion Victim Villain. He operates as a master strategist (The Chessmaster), orchestrating long-term plans against JUDA and Central. His backstory reveals he became a Self-Made Orphan by fulfilling his father's request to end his life, further shaping his detached, utilitarian worldview.
