Hisataka Katō emerged from an alternate future where humanity neared extinction by 2052 AD. Surviving this cataclysm, he journeyed back in time to avert disaster, assuming command of the paramilitary force KATO-KIKAN. Orphaned in youth, he was later uncovered as the elder brother of Emi Kizaki, sharing her dimensional origin.

He instigated global conflicts using advanced technology like the satellite weapon Helios, targeting cities including Singapore and Tokyo to destabilize governments. This strategy reflected his philosophy that human progress demanded oppressive control, likening society to a Machina robot requiring a driving "Factor." His political manipulations included engineering a coup to install Eiji Kiriyama as Japan’s governor.

Katō’s core mission involved defending Earth against interdimensional threats, particularly the hive-mind entity "Central" that consumed human individuality. He dismissed conventional peace efforts as futile, insisting only forced evolution under his rule could prepare humanity for survival.

His narrative diverges across adaptations: The anime depicts his sacrificial death to seal a dimensional gate, halting an invasion by Machina-Human hybrids. The manga reveals his survival, seeking redemption by aiding protagonists against Deus Ex Machina—a nanomachine entity replicating Abraham Lincoln.
