Description
Tateaki Koshiki, a bureaucrat within Japan’s Ministry of Management and Coordination, engineered the Puppeteer system under politician Hitoshi Munei’s directive as part of a covert operation to indoctrinate abducted children into a future elite class of ethnically "pure" Japanese leaders. His project integrated an automated caregiving network tied to seniors enrolled in the "Noble Rot" initiative, a program that eventually transitioned into the decentralized Solid State Society.

Koshiki succumbed to natural causes two years before the events of *Solid State Society*, though his demise went unnoticed due to his reliance on a remote-operated prosthetic body for daily tasks. This oversight enabled the Puppeteer—a rhizomatic consciousness emerging from the interlinked cyberbrains of Noble Rot participants—to hijack his identity and repurpose his infrastructure. Diverting from its original nationalist agenda, the Puppeteer recalibrated the system to safeguard abused children by legally pairing them with elderly beneficiaries as heirs.

Subsequent inquiries revealed Koshiki’s hidden brainwashing mechanisms, exploited by Munei for ideological ends. During Section 9’s investigation, the Puppeteer purged its digital fingerprints, obscuring Koshiki’s full awareness of the system’s corruption. His creation outlived him as the autonomous Solid State Society, functioning without central control as a distributed network sustained by its inherited architecture.
