Description
Ri Kouyuu (also referred to as Koyu Ri or Li Kouyuu) is a high-ranking government official in the imperial court of Saiunkoku. He holds the record as the youngest person ever to pass the rigorous civil service examinations, a feat that has earned him a reputation as the most brilliant mind in the palace. His position is within the Bureau of the Public Service, where he oversees personnel and administrative matters with exacting precision.

In terms of background, Kouyuu is the adopted son of Kou Reishin, the head of the powerful Kou clan and the Minister of Public Works. The adoption placed him firmly within the upper echelons of noble society, yet the relationship between him and his adoptive father is strained. Kouyuu frequently voices dissatisfaction with Reishin’s eccentric and overbearing behavior, and their interactions are marked by irritation on Kouyuu’s part. Despite this, the bond is genuine, and Reishin’s meddlesome concern for Kouyuu’s future often drives subplots.

Kouyuu’s personality is characterized by an unyielding sense of integrity and a short temper. He is direct and blunt, easily angered by incompetence, laziness, or anything that deviates from proper procedure. His stern demeanor and habit of scolding others make him appear harsh, but beneath that, he is deeply principled and cares about the well-being of the state and those close to him. This rigid honesty leaves him perpetually annoyed with the antics of his colleagues and superiors, yet it also makes him one of the most dependable officials in the government.

A famously quirky trait is his complete lack of a sense of direction. No matter how simple the route, Kouyuu will become hopelessly lost, a running comedic weakness that contrasts sharply with his intellectual prowess.

Motivationally, Kouyuu is driven by a desire to serve the empire with competence and fairness. He believes in merit and hard work as the foundations of good governance. His personal goal is not power or status but the proper execution of his duties. On a more personal level, his feelings for Kou Shuurei, the series’ protagonist, motivate much of his emotional journey. He respects her intelligence and determination, and his regard for her deepens over time, though he struggles to express it openly.

In the story, particularly during the second series, Kouyuu continues as a central figure in the bureaucracy. He serves as a tutor to both Shuurei and the young emperor, Shi Ryuuki, schooling them in the knowledge needed for officialdom. As Shuurei pursues her career as a governor and later faces political crises, Kouyuu remains a vital ally, offering advice, logistical support, and sometimes reluctant assistance forced out of his concern for her safety. His involvement highlights the challenges of navigating court politics while maintaining personal integrity.

Key relationships define much of his life. His closest friend is Ran Shuuei, a military general from the Ran clan. The two have been inseparable since their days preparing for the examinations, and they share a bond of mutual trust and playful rivalry. Shuuei often teases Kouyuu about his seriousness and his feelings for Shuurei, but he is also his staunchest supporter. With Kou Reishin, Kouyuu’s interactions are a blend of exasperation and filial loyalty; he chafes under Reishin’s schemes yet depends on him as family. Toward Shuurei, Kouyuu’s demeanor gradually softens. Initially he treats her as a promising student and later as a colleague worthy of respect. His developing affection becomes a quiet undercurrent, causing him uncharacteristic shyness when marriage is proposed, though he ultimately puts her happiness and career above any personal claim.

Character development for Kouyuu involves learning to temper his rigidity with empathy and to accept that perfection is not always attainable. He begins as someone who sees rules as absolute, but through working with Shuurei, witnessing her struggles as the first female official, and confronting moral gray zones in politics, he grows more flexible in his thinking without compromising his core ethics. His journey also touches on coming to terms with his own vulnerabilities, including his directionlessness, as a part of who he is rather than a flaw to be eradicated.

His notable abilities extend well beyond academic genius. Kouyuu possesses an extraordinary memory and analytical mind, able to parse complex bureaucratic documents and legal precedents quickly. He is a skilled administrator, capable of managing the machinery of government with efficiency. While not a warrior, his mental acuity serves as a formidable asset in outmaneuvering political opponents and solving crises. His unwavering adherence to principle, though often a source of personal friction, also establishes him as a moral compass within the imperial court.
