Queen Ze Violencia rules the Ocean Empire, a mysterious underwater kingdom. Her reign is usurped by the empire's military commander in chief, Hell Deathbird, who declares himself emperor and imprisons her. She is associated with the Water World Men, a species resembling humans with pale skin and blue hair, who first allied with Hell Deathbird to fight ocean pollution caused by surface humans. The queen is deathly ill and has very little time left to live; she dies during the story's final events. Her role is ultimately supplanted by Hell Deathbird, who betrays the original cause of the Water World Men to pursue his own ambitions of conquest.
