Description
Tsubomi Toen is the primary protagonist throughout all Papillon Rose media. In her civilian life, she is a Japanese schoolgirl working part-time at the Lingerie Pub Papillon, later transferring to the New Papillon maid cafe in the television series. She exhibits traits of clumsiness, impulsiveness, and promiscuity, engaging in compensated dating and using blackmail against her manager to keep her job. Physically, she possesses rose-pink hair usually styled in pigtails and light blue eyes.

Transformed into Papillon Rose, she becomes a magical soldier clad in crimson lingerie adorned with rose patterns, known as "the crimson butterfly of the night." Her transformation sequence and attacks incorporate sexual themes, notably the activation phrase "Rose Orgasm Power Erection" in the original OVA, later censored to "Rose Papillon Power Erection" in the television series. Her primary weapon evolves from a vibrator in the OVA to spirit-infused objects like a toy sword in later media due to broadcast restrictions. A talking cat named Rama serves as her mentor, though their initial meeting involves inappropriate physical contact to awaken her powers.

Her origin centers on a romantic relationship with Hikaru Shisho, secretly the vigilante Dandy Lion. Their sexual encounter activates her transformation abilities, and Hikaru is later revealed to have similarly empowered other Papillon soldiers. His death during the conflict against Regina Apis leaves Tsubomi emotionally vulnerable. In the television series, she encounters Torakage, a ninja later revealed as Hikaru's twin brother Hibiki, who aids her battles while evading questions about his identity.

Her narrative spans multiple conflicts. The OVA depicts her recruitment to combat Sister Biene and Regina Apis's Dynasty organization, which seeks to control human sexual energy. The television series starts with Tsubomi suffering amnesia alongside teammates Anne/Papillon Lily and Shizuku/Papillon Margarette after defeating Regina Apis. They regain memories and powers to oppose the Susanoo sisters' alien invasion of Akihabara, facing monsters derived from Japanese folklore and popular culture. This season also explores her grief over the loss of Papillon Dahlia, a fellow soldier brainwashed and killed by antagonists.

The R season introduces challenges involving the Gel Dynasty, a militant transvestite group spreading sexually transmitted diseases. Tsubomi contracts an illness after unprotected encounters with drug dealer Razy Minowa, leading to the emergence of her future daughter Kotsubomi, who time-travels to identify her father. This season features power upgrades through sexual acts and drug use, alongside conflicts with new Papillon soldiers Adonis and Lupinus.

The G movie concept depicts her resurrection as Queen Flora after sacrificing herself to save Earth, adopting a more aggressive persona and elaborate costume. Her character development consistently revolves around themes of sexual agency, trauma from loss, and reconciling civilian vulnerability with magical responsibilities.
