Rock Howard, biological son of crime lord Geese Howard and Marie Heinlein, spent his early years in modest circumstances with his mother, unaware of his father's criminal world. At seven, he desperately sought Geese's aid when Marie fell critically ill, only to face rejection. Her death that night cemented Rock's lasting resentment toward his father.

About a year later, Rock encountered Terry Bogard immediately after Terry's final clash with Geese. Instead of blaming Terry for Geese's death, Rock grappled with loneliness and relief. He challenged Terry to a fight, revealing innate combat prowess. Terry, impressed by Rock's spirit, adopted him, providing mentorship and martial arts training. Over the next decade, Rock forged a fighting style blending Terry's techniques—boxing, kickboxing, and street fighting—with abilities inherited from Geese, including aikijutsu and energy manipulation. His signature moves include wind-based variations of Terry's Rising Tackle and Power Geyser alongside weakened versions of Geese's Reppuuken and Raging Storm, their diminished power stemming from Rock's unresolved inner conflict.

Rock displays shyness, particularly around women, a trait linked to his male-dominated upbringing. Though compassionate—often aiding others like Hotaru Futaba—he constantly battles the "evil blood" inherited from Geese. This legacy causes physical pain during powerful energy attacks and fuels his dread of following his father's path. His bond with Terry resembles an older brother relationship, with Rock frequently handling domestic duties like cooking.

In his late teens, Rock joined Terry in the Maximum Mayhem tournament (Garou: Mark of the Wolves). After defeating host Kain R. Heinlein—revealed as his maternal uncle—Rock learned Kain possessed Geese's will and claimed Marie might be alive. Choosing to partner with Kain to uncover the truth, Rock temporarily left Terry's guidance. During this period, a nightmare haunted Rock: Terry fought him and knocked him off Geese Tower, mirroring Geese's demise. Seeking air afterward amid citywide fires, Rock arrived at Geese Tower and intervened to save Lien Neville from Billy Kane, Geese's former bodyguard. Billy attacked Rock for "disgracing Geese's legacy," but Lien repelled him with an orbital laser weapon, forcing both fighters to retreat. Rock later discovered Terry had salvaged a portrait of Marie from the tower.

Subsequent events confirmed Kain located Marie with Billy Kane's assistance, verifying her survival. Rock reunited with her. A confrontation with a Jin Scrolls illusion then unveiled Geese's initial rejection aimed to shield Rock from criminal ties. This revelation softened Rock's resentment toward Geese, though he continued forging his own path independent of both legacies. Terry gifted Rock his iconic cap during this time, symbolizing their unbroken bond.

In timelines where Geese survived, Rock encountered his father during a tournament. Geese acknowledged their blood tie and warned of their shared "fate," but Rock rejected any connection. Terry supported Rock's participation in these events, viewing them as growth opportunities.
