Description
Dr. Richard F. Kestner, a cybernetics specialist at Halcon Laboratories under Poseidon, initially developed rehabilitation technologies for conflict victims. As Halcon shifted focus toward fanatical mind control research, Kestner adopted extremist beliefs, concluding that erasing individuality was the sole path to peace after the project lead, Elizabeth Xander, died in an accident and Poseidon dissolved Halcon.

Kestner secretly collaborated with former Halcon colleagues to create the Connexus, a popular multimedia device containing an undetected biochip designed to override neural functions in humans, cyborgs, and bioroids upon activation. He also oversaw Elizabeth Xander's cybernetic resurrection to serve as the plan's central control signal.

To advance his goals, Kestner orchestrated terrorist attacks by hacking vulnerable cyborgs. After ESWAT member Briareos Hecatonchires was severely injured in one attack, Kestner performed surgery, implanting specialized nanites designed to seize control of Briareos' motor functions during adrenaline surges, recognizing his advanced cybernetics resisted conventional hacking.

During a critical international security conference at Tartaros, where leaders considered granting Olympus control of global satellite networks, Kestner deployed robotic doves transmitting the Halcon signal. This activated the Connexus biochips, compelling affected individuals, including ESWAT operative Manuel Aeacus, to launch a coordinated assault that pressured leaders into approving the satellite control transfer to Olympus.

Disguised as a technician and manipulating surveillance feeds, Kestner infiltrated the satellite backup server room. He then triggered Briareos' nanites via a remote-controlled vehicle attack, forcing Briareos to sabotage the primary satellite control system and necessitate a switch to the compromised backup network.

Confronted by Briareos, who deduced his involvement, Kestner admitted his plan to unify humanity by eliminating individuality. He then committed suicide before authorities arrived, framing Briareos for his death.
