Taruruuto is a self-proclaimed magician accidentally summoned by Honmaru Edojo using the spellbook Great Magic Encyclopedia during a moment of extreme distress. Hailing from a magical kindergarten in another realm, he appears as a young child, though his exact age is unspecified with suggestions he may be older than Honmaru despite his youthful look. His name stems from the Japanese proverb "Ware Tada Taru wo Shiru" ("The Path to Know What's Enough"), reflecting his role in teaching sufficiency and contentment.

He resembles a small child with spiky brown hair under his helmet and can alter his size at will—shrinking to fit inside a desk drawer or enlarging body parts like his tongue or face. His oversized tongue functions as both a comedic trait and a formidable weapon, lifting or throwing heavy objects and opponents. Left-handed, he possesses unexpected physical strength, defeating adversaries like Asuka with a single punch and overpowering foes such as Jabao Jaba or Nezo Zakenja using tongue-based attacks.

As a magic kindergarten dropout, his spells frequently backfire or yield unintended effects; even successful magic lasts only 10 minutes before vanishing. He carries various magical items in a bag but struggles with ethical boundaries, using magic indiscriminately for anyone who asks, sometimes causing negative outcomes. Notable abilities include temporary invincibility, animating objects (imbuing items like streetlights or backpacks with sentient faces to wield as weapons), and summoning allies like his sister Kinakamo Ria for aid.

His personality radiates extreme cheerfulness, innocence, and rapid attachment to others, though this openness makes him vulnerable to manipulation. Across the series, Taruruuto departs three times: twice after granting Honmaru's wishes and once via a farewell spell at Honmaru's graduation, symbolizing Honmaru's independence.
