Karlmann Dukartuse is an infant orphaned in a BESPA mobile suit strike on his hometown of Woowig. His mother was killed while holding him during their escape. Uso Ewin and Katejina Loos discovered him after the attack.

Shakti Kareen takes primary responsibility for his care, aided by Suzy Relane. Throughout the conflict, Karlmann is frequently carried on Shakti's back, alongside Uso's dog Flanders and a Haro unit.

Karlmann displays nascent Newtype abilities. At roughly one year old, he becomes the youngest confirmed Newtype in recorded history. These abilities manifest when he psychically indicates the location of Fuala Griffon's bells, showing sensitivity to spatial phenomena.

His presence symbolizes civilian vulnerability during the Zanscare-Earth conflict, representing the war's impact on non-combatants and children.
