Description
Azuma entered Public Security Section 9 in 2032 alongside Yano, recruited from the Japan Ground Self-Defense Force Intelligence division after commendations earned during his military service. His transfer coincided with Section 9 lowering recruitment standards to increase agent numbers, as both he and Yano initially failed to track Major Motoko Kusanagi during a field test. Azuma possesses minimal cybernetic enhancements, limited primarily to a cyberbrain and artificial eyes featuring camera functions and infrared vision. This makes him one of Section 9's least cyberized members, a trait Chief Aramaki later noted as advantageous for certain undercover missions. Physically characterized by stern looks, he nonetheless forms strong bonds with his teammates.

Personality-wise, Azuma exhibits a notably non-stoic and sometimes reckless approach, raising safety concerns for himself and partners like Togusa during field operations. Early in his Section 9 tenure, he participated in routine activities such as a card game with Saito and Yano. His field duties included the shipyard battle where Yano was killed; this event deeply affected Azuma, leading to his removal from active field assignments before the Dejima incident. Despite this trauma, he solidified his position as a full Section 9 member by the conclusion of the Individual Eleven case.

Following these events, Azuma continued in a support role. He assisted Togusa during an airport incident in *Solid State Society*, demonstrating his operational integration. His role expanded further in *The Human Algorithm* manga, where Chief Aramaki explicitly cited Azuma's low cyberization level and IQ relative to other members like Togusa and Tsunagi. This assessment identified Azuma as the optimal candidate to infiltrate the corporeal fundamentalist group Aterui after Togusa's cover was compromised. His JGSDF background and minimal cybernetics allowed him to credibly pose as a prospective member sympathetic to the group's anti-cyberization ideology. Azuma also appears as a recurring character in the manga *Ghost in the Shell 1.5: Human-Error Processor*, frequently partnered with Togusa on investigations.
