Description
Wilhelmina Carmel, also known as Carmel-san, is a Flame Haze bearing the titles "Manipulator of Objects" or "Manipulator of Ten Thousand Ribbons" (万条の仕手, Banjō no Shite). Bound to the Crimson Lord "Crown-and-Sash of Fantasies" Tiamat, whose will resides in the divine vessel Persona manifesting as a headband, she presents a reserved exterior.

Her Dutch heritage is evident in her appearance: a young woman consistently wearing a distinctive maid outfit featuring a long purple dress with puffy sleeves, a white apron, knee-high boots, and a yellow neck ribbon. She adopted this practical attire after seeking clothing suitable for serving royalty; during the Great War, she wore a long yellow gown instead.

Wilhelmina exhibits a cold, aloof, and stoic demeanor, speaking in a monotone with overly formal language. This stems from trauma over the death of her best friend Mathilde Saint-Omer and unrequited feelings for the Crimson Denizen Merihim. Despite her reserved nature, she harbors deep emotions, particularly a maternal affection for her ward, Shana. Her pragmatic approach prioritizes preserving the balance between worlds over protecting human lives, leading her to initially view Yūji Sakai as a distraction for Shana and attempt to eliminate him.

Her background includes participation in the Great War alongside Mathilde against the Töten Glocke organization. She frequently battled Illuyanka but avoided confronting Merihim. After Mathilde's death, Wilhelmina, Merihim, and Alastor searched for Mathilde's successor, eventually discovering an orphaned infant girl (later named Shana) at Tendōkyū. Wilhelmina became Shana's guardian and trainer, adopting her maid persona during this period. She handled domestic duties but struggled with cooking, often relying on instant meals.

Character development reveals her difficulty expressing emotional support, causing frustration when unable to aid Shana's human growth. She gradually accepts Shana's independence and name, culminating in calling her "Shana" before their parting. When Shana no longer requires her protection, Wilhelmina finds new purpose in raising Justus, the child of Johann and Pheles.

In "The Sovereign Carmel-san" special, Wilhelmina appears standing on a cliff overlooking the sea. She comments on her absence from the Shakugan no Shana movie and announces the production of the second anime season. This special was released on April 4, 2007, alongside the Shakugan no Shana SP OVA. She also makes a cameo in the Dengeki Bunko 2007 Movie Festival Special, seated alone in a theater.

Her relationships include a close partnership with the taciturn Tiamat, who often provides level-headed counsel. She shares a mother-daughter bond with Shana, though both struggle to express it openly. Initially cold toward Yūji, she eventually befriends his mother, Chigusa, even preparing remedies during her illness.

Wilhelmina's combat abilities center on unrestricted spells and treasure tools. Her story spans training Shana, navigating loss, and ultimately embracing new familial roles while maintaining her dedication as a Flame Haze.
