Description
Keigo Haji is a 28-year-old male director of the East Central Division branch of Ouka City's Special Environmental Preservation Bureau. Tall and wearing frameless glasses, he maintains a generally healthy appearance contrasted by a notably pale complexion. His dream manifests as resentment.
He shares a confidential relationship with his sister Senri, who survives by consuming his dreams—a secret known solely to him and Daisuke Kusuriya. Keigo recruited Daisuke into the SEPB and previously tasked him with eliminating "Snowfly" (Shiika Anmoto). Though Daisuke occasionally questions Keigo's methods, he respects him and complies with directives.
During an operation against Mushibane and Ladybird, Keigo sustained severe injuries and fell into prolonged unconsciousness. This incapacitation was a deliberate ruse; he covertly orchestrated personnel movements and strategies while appearing comatose. His goal was dismantling central SEPB leadership under Yaeko Miguruma and confronting the "Original Three" and "C" with minimal casualties. He resumed active duty in Volume 13.
Post-conflict, Keigo spearheaded SEPB reforms to address organizational damage and deter foreign intervention, prioritizing treatment and rehabilitation for surviving Mushitsuki.
He perceives Mushitsuki as unpredictable threats exceeding conventional biological weapons due to their lack of allegiance. Advocating neutralizing their creators—the Original Three—before eradicating remaining Mushitsuki, he justifies this as essential for global peace, citing their operation outside controlled frameworks and inherent risk of unforeseen malice.
