Description
Douglas Rosenberg serves as a director in the Central Intelligence Agency and the narrative's primary antagonist. After defecting from East Germany, he assumed control of Project Leviathan—a clandestine U.S. initiative founded by his father to engineer artificial humans called "Witches" capable of manipulating molecular movement to alter temperature and gravity. Following the project's termination and his father’s suicide, Rosenberg covertly resurrected the experiments through back-channel political connections.
Project Leviathan produced only two surviving subjects: Ellis, manifesting unstable supernatural abilities, and L.A., exhibiting enhanced physical attributes without overt powers. Rosenberg personally secured Ellis, transferring her to physicist Dr. Heinrich Schneider for development of her latent capabilities. After years of monitoring Ellis’s progress, he murdered Schneider, framed Ellis for the crime, and initiated a manhunt to reclaim her.
To advance his goals, Rosenberg deployed psychological manipulation and multiple agents. He conditioned L.A. into an obsessive stalker and informant fixated on Ellis, contracted bounty hunter Ricardo to surveil Ellis and her protector Nadie, and tasked his assistant Melissa—a member of the rival Witch Coven—with disrupting their journey. Concurrently, he orchestrated military assaults against the protagonists and manipulated the Witch Coven into pursuing Ellis by exploiting their desire to guard their secrets.
Rosenberg knowingly permitted undercover operative Jody "Blue-Eyes" Hayward’s infiltration of his department, leveraging her activities for his agenda. His motivations blended personal vengeance against the government for his father’s death with an undisclosed fixation on Ellis. This culminated in a confrontation where he confessed his feelings before her rejection. Ellis fatally shot him during their final encounter; his last words conveyed envy toward her.
The manga adaptation omitted Rosenberg entirely, transferring the antagonist role to Alice, Ellis’s artificial Witch "sister."
