Description
Keiichi Suzuki, president of Ōshika Construction, orchestrates a decade-long corruption scheme with parliament member Seijiro Matsuzaka. Their arrangement involves constructing buildings using substandard materials and compromised safety protocols while fraudulently securing government occupancy approvals. Suzuki redirects substantial cost savings into personal profits and enlists the Haoukokuryu-kai yakuza group for security and intimidation to protect the operation.

His criminal enterprise becomes the primary target of the Government Crime Investigation Agency (GCIA), specifically agent Jotaro Zaizen. Investigations expose Suzuki’s central role in enabling hazardous construction projects through bribery and organized crime collaboration, deliberately endangering public safety for financial gain and establishing him as a key antagonist.

Broader inquiries reveal Suzuki’s activities as part of a larger conspiracy directed by Hakudo Imazu, a shadowy figure controlling political and business operations across Japan. Suzuki’s downfall results from the GCIA dismantling this network, leading to the exposure of his crimes and the collapse of his partnership with Matsuzaka.
