Utano Hokke, the youngest of the five Hokke sisters, possesses a childlike appearance with brown hair and purple eyes. An elementary school student, she exhibits an innocent and earnest personality. After their parents' death, Utano lives with her sisters in perpetual poverty, striving to fulfill their father's dying wish for them to become "excellent evil" as part of their family legacy.

Her discovery of a sealed jar in their home, bearing a talisman marked "R18," leads to the release of the imp Akumako. Akumako reveals the sisters' parents belonged to an evil organization and informs them they possess latent powers. These powers enable their transformation into the Gedou Otome Tai (Heretic Girls Squad), a magical girl team dedicated to evil deeds, marking a pivotal moment initiated by Utano.

As a member of the Gedou Otome Tai, Utano wields distinct light-based elemental powers, contrasting with her sisters' control over water, fire, earth, and wood. Her magical girl form features a witch hat, gloves, and a jewel-adorned outfit. Despite their commitment to villainy, Utano and her sisters consistently fail at evil; their actions inadvertently benefit others, resulting in them being mistakenly perceived as heroes. This recurring mistaken identity underscores the clash between Utano's inherent kindness and her intended path.

Throughout the series, Utano's character emphasizes youthful naiveté without significant change. Her primary role involves participating in the sisters' comedic and futile attempts at villainy, often highlighting their familial bonds. During the climax (episodes 12–13), she joins forces with the Love Pheromone duo and other characters to confront a common extraterrestrial threat.
