Description
Commissioner O, born Yang SoChun, serves in the Judges organization. His striking white shoulder-length hair and dark skin resulted from exposure to dragon flames that burnt and bleached him, contrasting his youthful pale complexion and brown hair. As an adult, he retains a wiry frame and dons the standard Judge uniform. Seventeen years post-Ragnarök, his appearance persists largely unaltered save for a diagonally cut fringe.

He exhibits a calm, composed demeanor, frequently mediating disputes between temperamental colleagues like Judge R and impulsive Judge Q. Though generally perky, he takes deep pride in his judicial role. Commissioner O harbors a profound fear of Yoo Mira, stemming from witnessing her violently incapacitate attackers during recruitment; this fear manifests as avoidance of eye contact. His childhood involved difficulty forming human emotional bonds but a strong affinity for animals, which granted him the ability to sense dragons like Changsik long before their encounter. His driving dream is a harmonious coexistence between humans and dragons, fueling resentment towards dragon slayers such as Xiao Chen.

His power derives from the charyeok "Dragon Slayer," enabling dragon summoning and command. His primary dragon, the Red Dragon Changsik, required a grueling seven-day battle to subdue—the event that altered his appearance. Changsik grants fire manipulation, regeneration, polymorph abilities, and dragon breath attacks. Commissioner O wields a sword forged from Changsik's tooth, channeling flames for offense and defensive barriers. Techniques include conjuring fire tornadoes and sacrificing dragon teeth to summon skeletal troops. Post-Ragnarök, he acquires a Black Dragon and multiple polymorph-capable dragon offspring, ascending to Dragon Master. Additional capabilities include superhuman stamina, pre-charyeok swordsmanship proficiency, and resistance to fear manipulation.

His narrative begins recruiting Yoo Mira for the God of High School tournament while masking his fear of her. During the event, he mediates Judge conflicts and executes orders from Park Mubong. After Ragnarök, he joins the elite group The Six, becoming a national hero. His final moments reveal unrequited love for Judge P, wishing for her happiness without reciprocation indicated.

Power progression spans three stages: With his limiter active, he operates at Small Building level with subsonic movement and hypersonic combat speed. Limiter removal elevates him to Planet level attack potency and Massively Hypersonic speed, amplified by Changsik. Post-Ragnarök (RE arc), he achieves Star level tier with Massively FTL+ speed and Class Z lifting strength, comparable to fellow Six members like Daewi Han and Mira Yoo. Durability and stamina scale accordingly, permitting sustained combat despite grave injuries.

His dragons utilize polymorph abilities, shifting between dragon, humanoid, and hybrid forms. Dragon Resurrection allows reviving dragons as hatchlings, though with limitations. The dragon children possess distinct appearances and augment his arsenal with specialized troops and breath attacks.
