Eleanor is a police officer in Centinel City's specialized unit during the early 21st century. She operates alongside two human colleagues, Ken and Gora Kosaka, with each officer assigned a robotic partner. Her robotic partner, Scanny, possesses a feminine design featuring a face composed entirely of blinking LEDs and two cables extending from its neck for computer interfacing.

During a bank robbery, criminals capture Eleanor using a hijacked military-grade tank. After her team extracts the hijackers from the tank, Eleanor enters the vehicle to examine its systems. The tank unexpectedly activates autonomously, programmed by the hijackers to reach a pier and submerge to rendezvous with an enemy submarine.

A distinct visual technique employs monochromatic coloring during key sequences involving the tank. Scenes are dominated entirely by blue while hijackers control the vehicle, shifting to scenes suffused in red when Eleanor operates it.

Eleanor participates in an extended pursuit of the autonomous tank through urban environments, resulting in significant collateral damage including the destruction of another bank building. At a critical juncture, she utilizes the tank's ejection system to escape before its self-destruction sequence completes.
