Kyosuke Mibu begins his career patrolling highways in an American Southwest-like region before transferring to Centinel City's elite Techno Police unit. His assignment there comes with the grim expectation of high turnover, projected at just six months for most officers.

He rapidly gains a reputation for reckless pursuit tactics, habitually wrecking his police motorcycles during chases. Early records with the Techno Police highlight this tendency, noting a notorious record of approximately six motorcycles destroyed within a single month while apprehending suspects. This recklessness marks his initial operational style.

Within the Techno Police, he operates in a trio with partners Eleanor and Gora Kosaka. Each officer commands a specialized robotic assistant, or Technoid, for law enforcement. Kyosuke's assigned Technoid is Blader, a blue and white robot equipped with projectile handcuffs. During team deployments, he typically occupies the central driver's seat of their primary six-wheeled, open-top police cruiser, which transports all three Technoids. Blader rides in the rear compartment alongside Eleanor's Scanny and Gora Kosaka's Vigobus.

A critical turning point occurs during the pursuit of a hijacked MBT-99A prototype military tank. This high-stakes operation forces Kyosuke to abandon his previous impulsive methods, demanding greater seriousness and responsibility. The mission requires intense coordination with his team and their Technoids to recover the autonomous tank weapon system before hostile forces can extract it from the pier.
