Capitaine Blue originated as an acclaimed but eventually forgotten human film director on Earth, driven to create great heroes for audiences. Transported into one of his own movies, he became the superhero Captain Blue. In Movieland, he battled villains, gained fame and fans like the young Joe, but grew disconnected from his family and succumbed to internal corruption. "Seeds of evil" transformed him into the villainous Almighty Leader, who founded the Jadow organization to escape Movieland and conquer the real world.
In the original game storyline, Captain Blue orchestrated his daughter Silvia's abduction during a screening Joe attended. He gave Joe the V-Watch, enabling his transformation into Viewtiful Joe to "rescue" Silvia as part of an elaborate scheme. Blue manipulated events from the shadows, culminating in a confrontation where he piloted the colossal King Blue mecha. Defeated by Joe, Blue revealed his identity as Silvia's father, confessed his motive of revenge against those who abandoned his films, thanked Joe for stopping him, foreshadowed future threats, and reunited with Silvia before entrusting ongoing heroics to Joe and Silvia.
In the anime continuity, Blue's corruption deepened during the Gedow arc. Captured by the Black Emperor—revealed as Jet Black, Joe's father and Blue's former cinematographer—Blue was transformed into the "Captain Blue Device," a tool to create monsters. The Black Emperor had scarred Blue in a prior confrontation. Joe and Silvia ultimately freed Blue from this corruption by destroying the source, the Black Film.
Across media, Captain Blue wielded powers tied to his superhero persona, including energy attacks like lightning summons and piloting mecha like Six Majin/Robo-Six. He served as Joe's initial mentor, teaching signature VFX abilities: Slow, Mach Speed, and Zoom. His personality blended charisma and authority, often delivering speeches championing heroism, perseverance, and the concept that true heroism requires daily effort and resilience, profoundly influencing Joe.
Physically, Captain Blue wore an iconic blue-and-white suit with a "B" emblem, red cape, and helmet with goggles. His stature was occasionally depicted as heavyset in the anime, though rarely addressed in games. His legacy endured through his heroic ideals, familial bonds, and the ongoing battles fought by Joe and Silvia.
