Sembei Norimaki, known as Dr. Slump, is a genius inventor living in Penguin Village. He possesses a portly physique, bushy black hair, and a mustache, typically clad in a white lab coat or a blue shirt paired with a "Slump" cap. Orphaned during childhood, he enrolled at Penguin Village Middle School where he developed his first crush on a teacher. A formative incident where a dog called him "stupid" instilled a lasting aversion to canines. As an adult, Sembei's life changed dramatically upon creating Arale Norimaki, an android he presents inconsistently as either his younger sister or daughter. This inconsistency arises because his parents died before Arale's "birth," complicating fabricated backstories. Despite scientific brilliance, Sembei lacks common sense and exhibits eccentric, lecherous behavior. He frequently invents gadgets driven by questionable motives, such as See-Thru Glasses for observing women nude or the Big-Small Gun to manipulate object sizes. His inventions often malfunction, like the Numb Ray Gun failing against a dinosaur or the Time Slipper accidentally aging him. Sembei harbors a persistent infatuation for Midori Yamabuki, Arale's teacher. After numerous awkward interactions, he inadvertently proposes to her while she is using the toilet, leading to their marriage. Their union results in the birth of their son, Turbo Norimaki. Sembei further expands his family by adopting Gatchan—a winged creature hatched from an egg obtained during time travel—who later splits into two entities. A recurring trait is Sembei's temporary transformation into a taller, more handsome version when confident or attempting to impress, though this "serious face" state lasts only three minutes. Others perceive this change, as noted when Son Goku inquires about it during a Penguin Village visit. Sembei interacts with the Dragon Ball universe on multiple occasions. When Goku pursues General Blue, Sembei attempts to repair the Dragon Radar but is outshone by Turbo, who covertly fixes it telekinetically. He later attends the "World Invention Award" in West City during Dragon Ball Super's "Future" Trunks Saga, winning with his Reality Machine #2. When the vengeful Dr. Mashirito disrupts the ceremony, Sembei collaborates with Bulma to summon Beerus, leveraging his invention to resolve the conflict. His inventions showcase both ingenuity and absurdity, ranging from practical creations like the robot-tracking K-9 to whimsical failures like the self-destructive Barberman. Sembei's legacy includes creating Arale—Earth's first perfect android, albeit nearsighted—and performing cyborg conversion on a bear injured by hunters. Despite his flaws, he remains a foundational figure in Penguin Village, blending scientific prowess with comical misadventures.
