Description
Fantasma Negro, formally called Black Ghost, operates as a global terrorist organization driven by profiting from instigated wars and pursuing ultimate world domination. It utilizes advanced technology like highly mobile tanks, robots, and specialized cyborg soldiers armed with ultrasonic weaponry capable of devastating entire cities. Operations are managed by Skull, a cyborg operative possessing acceleration abilities. The true leaders, however, are three disembodied extraterrestrial brains residing within a statue-like figure known as the Generalissimo; these entities declare that as long as human evil exists, their organization will endure beyond physical annihilation.

Recruitment forcibly abducts or deceptively conscripts individuals globally—scientists, soldiers, politicians, and civilians—to serve as operatives or test subjects for cybernetic enhancement programs. Key personnel include scientists Dr. Gaia and Dr. Uranus, creators of the Greek mythology-themed Mythos Cyborgs, and Dr. Gamo Whisky, who experimented on his infant son Ivan to enhance his intellect before surrendering him. Other notable members encompass Van Vogt, a high-ranking cyborg posing as a corporate executive, field commanders like Zanburozu and Beruku, and assassin cyborgs 0010±, 0011, 0012, and 0013 deployed to eliminate threats, including the renegade 00 Cyborgs.

The cyborg conversion process varies, with early models like the 00 Number Cyborgs (001-009) undergoing extensive modifications for superhuman abilities. In the 2001 continuity, the first four cyborgs (001-004) were abducted in the 1960s but cryogenically suspended due to technological limitations and cybernetic instability, particularly Albert Heinrich (004), whose near-total bodily reconstruction caused severe strain. Later models, such as the High-Teen Number Cyborgs (0014-0018) from the OVA "Cyborg 009 vs Devilman", featured self-repair functions and refined acceleration. Black Ghost implants control mechanisms like explosive devices in converted cyborgs, such as Ibaraki, Oyamada, and Mary, to prevent rebellion.

Tactics involve manipulating geopolitical conflicts, such as supplying advanced weaponry to opposing factions in the fictional nation of Muamba to incite civil war over resources like Ironstone X. The organization exploits personal tragedies, exemplified by deceiving Albert Heinrich into joining after his fiancée Hilda's death during an escape from East Berlin. Even after their primary base's destruction, remnants persist through splinter cells like the Monster Island scientists and figures like Moses, who use salvaged technology to continue operations. The Generalissimo's ideology, rooted in cynicism about human nature, ensures the organization's recurring resurgence across timelines and adaptations.
