Description
Inspector Garcia relentlessly pursues the protagonists as a persistent law enforcement antagonist. Holding the rank of inspector within the Spanish police, his heavy-set physique and distinctive thin mustache mark his appearance. Garcia's primary drive is capturing Belle, mistakenly branded by authorities as the dangerous "White Monster," motivated by the associated rewards, promotions, and public recognition.

He conducts operations with his subordinate, Officer Martin (also referenced as Muñoz), whose consistent clumsiness creates significant operational hurdles. Garcia frequently exhibits frustration and impatience during the chase, notably shown when he physically kicks Sebastian's small dog, Poochie. This aggressive act directly provokes Belle's defensive attack against him.

Garcia's pursuit extends internationally, leading him to collaborate with French authorities and Spanish Border Guards under the command of the Castro-resembling Costello to apprehend Sebastian and Belle. His operational methods and unwavering focus on capturing Belle fuel the central conflict surrounding the prejudice and misunderstanding confronting the protagonists. He embodies a persistent, sometimes inefficient authority figure, often contrasted by his partner's incompetence.
