Description
Sampei serves as a subordinate to the monk Tenkai within the Shogunate's secret police, the Oniwaban. Tasked by Tenkai, he trains Jiro alongside operative Shingo after Jiro arrives at Tenkai's Ezo temple.

Sampei's position masks a critical secret: he is a covert agent for the pro-imperial Satsuma domain, embedded within Tenkai's organization. This allegiance links him to Jiro's father, Tarōza, his former associate prior to Tarōza's presumed death. A deeper revelation uncovers Sampei as the biological father of Oyuki, another Oniwaban operative hunting Jiro on Tenkai's orders, making Oyuki Jiro's half-sister.

Throughout Jiro's quest, Sampei operates as a hidden ally. He subtly manipulates events and withholds lethal actions to shield Jiro, advancing Satsuma's interests against the Shogunate. His double life and paternal connection to Oyuki are ultimately exposed during the American confrontation by a body double impersonating Tenkai.

In the Boshin War's final chapter, Sampei joins the imperial forces under Satsuma's Saigō Takamori. He fights in the assault on the Shogunate loyalists' stronghold at Goryōkaku Fortress during the 1869 Battle of Hakodate, where he meets his end.
