Dr. Volks commands the Doldo Brethren cult, devoted to the Lords of Doldo, deities he believes will annihilate an impure world. As a scientist, he harnesses Astenite, a material absorbing human psycho-wave energy, to forge specialized armor. This armor transforms its wearer into Saldo, Doldo's supreme god of destruction, demanding a host consumed by hatred and murderous intent.

His plan targets youth from Cyber-Wood City's Cancer slums, implanting "seeds of hatred" to cultivate candidates capable of wearing additional armors. This would resurrect the full Doldo pantheon to achieve the cult's apocalyptic vision. Though initially focused on these manipulated youths for Saldo, he abducts John Stalker instead after Stalker survives a Guard Suit testing incident.

Dr. Volks personally oversees Stalker's forced bonding with the Saldo armor, declaring his "magnificent destiny" as a vessel of destruction. However, Stalker's inherent goodness and subsequent regret over Saldo's violence hinder the armor's full power, revealing Volks's miscalculation. Further manipulation attempts, exploiting Stalker's relationship with Leyla Rosetta, backfire and grant Stalker greater autonomy over Saldo.

Despite the setback with Stalker and Saldo, Dr. Volks's scheme to implant hatred in the slum youth succeeded. The potential resurrection of the other Doldo gods remains a threat after the main conflict.
