Description
Chief Konoe commands the Shokan Division within EnmaCho's bureaucracy, directing shinigami who guide souls and resolve unnatural deaths. As Tsuzuki's superior throughout his entire shinigami career, Konoe possesses unique insight into Tsuzuki's past before his death, knowledge held by few others. He leverages his administrative position to shield Tsuzuki from higher scrutiny or discipline by Meifu authorities.

Visibly, Konoe appears as a man in his fifties, though older, with graying brown hair and brown eyes. He typically wears a blue velvet suit, a light yellow undershirt, and a red tie. His gruff demeanor surfaces often with subordinates; he regularly vents frustration at Tsuzuki's laziness and neglected duties, even threatening termination once. Yet beneath this stern exterior lies a penchant for teasing Tsuzuki and a notable fondness for sweets. He holds a black belt in a martial art.

Konoe demonstrates consistent concern for Tsuzuki's well-being, troubled especially by his repeated failure to maintain stable working partnerships, which endangers assignments. Recognizing Tsuzuki's intense self-loathing and suicidal tendencies masked by cheerfulness, Konoe actively seeks solutions. This concern drives him to assign Hisoka Kurosaki as Tsuzuki's new partner, hoping this pairing will foster positive change, responsibility, and a lasting bond—a decision that ultimately succeeds. He also regularly discusses Tsuzuki's situation and well-being with the Count during their tea meetings.

His responsibilities include assigning missions to shinigami teams investigating murders or untimely deaths, resolving souls' unrest to facilitate their removal from the pending list maintained by the Count in the House of Candles. He collaborates closely with the division's secretary, Tatsumi Seiichiro, managing assignments and administrative duties. Konoe provides practical support to subordinates, such as training Hisoka Kurosaki in basic ofuda magic and defensive techniques.
