Description
Keith Evans is a British psychic possessing the power to manipulate ice. While studying abroad, he befriended Burn while concealing his abilities. His powers were eventually discovered, leading to his capture by military forces. He endured painful, inhumane experiments alongside other psychics, prompting him to organize a revolt where he was the sole survivor. After escaping, he founded the organization NOA to establish a sanctuary for psychics, telepathically broadcasting this vision globally to recruit others.
Persuaded by Richard Wong, Keith adopted increasingly extreme methods to achieve his psychic-exclusive utopia. This caused his former friend Burn to oppose him, forming the resistance group Anti-NOA. Their conflict culminated in a battle at NOA's headquarters, where Wong betrayed Keith by detonating the facility, causing numerous casualties. Keith survived and saved Burn by encasing him in ice, an event that made Keith question his ideals and methods.
Following this, Keith abandoned his role as NOA's leader and retreated from public life. However, after Wong's defection and formation of the global domination-seeking Psychic Army, Carlo Belfrond persuaded Keith to return. Keith reformed NOA into Neo-NOA to counter Wong while realigning with his original vision of a protected psychic sanctuary, though still employing forceful measures.
Keith exhibits high intelligence, politeness, and charismatic leadership that draws loyal followers, but displays cold ruthlessness towards non-psychics and those he deems traitors to the psychic cause. His abilities allow him to generate icicles, construct ice barriers, immobilize opponents, and nullify projectile attacks. In combat, he utilizes a versatile fighting style effective at multiple ranges, employing techniques like the long-range Frigid Lance, the defensive Frigid Shell, and the high-damage Blizzard Tooth. His strategy relies on precise prediction of opponent movements and efficient management of his psychic energy reserves.
