Description
Isao Ota is a police officer assigned to Special Vehicles Section 2, Division 2, where he pilots the AV-98 Ingram Unit 2. He was previously a member of the Police Mobile Unit but transferred after recognizing the unit’s inability to effectively handle labor-related crimes. Born in 1972 in Kamaishi, Iwate Prefecture, Ota possesses a brash, impulsive, and overconfident personality. His attitude is often described as more suited to the Marines than the police force.

Comically gung-ho, he frequently charges into situations without thorough consideration and expects others to meet his high standards. This recklessness often results in significant collateral damage during missions, contributing to his unit’s reputation for causing expensive destruction. Despite his loud and sometimes obnoxious demeanor, Ota is fundamentally an honest, hardworking, and just officer with a strong sense of responsibility and commitment to duty.

He handles the Ingram labor in a notably rough and forceful manner, leading to frequent damage. The head of his Unit 2 differs from others because repeated repairs exhausted the stock of genuine parts, requiring the use of prototype parts still under development. Ota is extremely gun-happy and has a deep love for firearms, though his combat accuracy is poor—he tends to hit anything but his intended target. However, his accuracy is perfect on unmanned firing ranges where he remains calm.

He often engages in arguments and occasional physical fights, primarily with fellow officer Asuma Shinohara, who generally does not tolerate his behavior. Ota modifies his conduct around civilians, superior officers, and female coworkers such as Kanuka Clancy and Takeo Kumagami. Noa Izumi is an exception, possibly due to her childlike attachment to her labor, though he does not hesitate to offer her advice or be transparent with her.

His reckless actions have directly resulted in his entire division being sent for retraining at the Fuji Labor Personnel Training Camp on at least one occasion.
