Jenkins operates within the Ulfan criminal syndicate on a desert planet. He has pale skin and blonde hair, coupled with significant anger management problems. His intense rivalry with fellow Ulfan member Brick intensified after Kate Curtis rejected Jenkins' advances at the airport, leading to her assignment as Brick's captive instead of his own, fueling his resentment toward Brick.

Within the Ulfan structure, Jenkins exhibits extreme cruelty to the enslaved individuals under his command, including flogging one of his designated "pets" to death. His antagonism peaks when he abandons the organization following a physical fight with Brick. Captured later by Galactic Police, he betrays the Ulfan, providing a detailed map of their underground base in exchange for freedom.

During the subsequent police assault on the Ulfan base, Jenkins infiltrates the facility armed with a light machine gun. His primary goal becomes killing Brick, Dick, and the organization's leader. He wounds the Boss with gunfire but exhausts his ammunition during the clash. Brick retaliates, shooting Jenkins in the leg. Before Brick can deliver a killing shot, a collapsing concrete pillar crushes Jenkins, resulting in his death.
