His responsibilities encompass both administrative duties and executing Sayaka's strategic, often criminal, operations. These include orchestrating bank robberies targeting rival Uruyasu Heavy Industries and directing assaults against the Etiquette Club's covert Exters task force. Toudou exhibits absolute loyalty and submission to Sayaka, enduring her verbal and physical abuse with obsessive devotion. This contrasts sharply with his ruthless, manipulative tactics against foes, such as disguising himself as Brother Gilbert to hypnotize and exploit Exters member Saori Tachibana.

He pilots a Battle Skipper mecha in combat, displaying arrogance and confidence when in control but becoming visibly helpless during defeats. Tactically, he combines multiple Battle Skippers into a more powerful giant robot when overwhelmed. However, his missions frequently fail; the Mitsuido Bank robbery was thwarted by the Exters, forcing his retreat. After such setbacks, Sayaka delivers harsh reprimands, driving Toudou to devise ever more elaborate schemes to regain her favor. These too often end in failure, like the destruction of the Exters' sub-base failing to eliminate them.

The climax reveals his accountability to higher authority when Sayaka's mother, leader of Makuhari Industries, intervenes after the flying fortress attack on Tokyo. She chastises him for failing to properly supervise Sayaka and permits the Etiquette Club to continue as rivals, marking the end of his direct antagonism. Toudou's character shows no significant development, maintaining his subservient role to Sayaka and persistent hostility toward the Exters throughout the conflict.
