Shinme Haisaki began his career as an interrogator for the Commission of Counter Ghoul (CCG) before rising to Deputy Warden of Cochlea, the high-security ghoul detention facility. He attained the position of Warden after his predecessor, Kyouji Misaka, perished during Aogiri Tree's raid on the prison.
Haisaki possessed a distinctive appearance: a pale, thin face marked by one vertical scar on each side of his lips. His grey hair was cut in a mushroom or bowl style. Strabismus caused his eyes to lack coordination, often focusing on different points. His tall, slender frame and habitual gesture of touching his fingertips while spreading his hands contributed to an unsettling demeanor.
Personally, Haisaki prioritized stringent security, significantly strengthening Cochlea's defenses after the Aogiri raid. Ghoul Tatara acknowledged these enhancements made the facility nearly impregnable. Despite his disdain for ghouls, whom he considered worthless, he strongly approved of the Quinx project, implanting ghoul-like abilities into human investigators. He described this initiative as "stimulating" and praised the CCG leadership's boldness. His background as an interrogator involved torturing ghouls, suggesting sadistic tendencies and a desire to "collect" powerful specimens like the "Scolopendra" ghoul or Hinami Fueguchi. Haisaki viewed Cochlea as an extension of himself, becoming deeply disturbed when the facility was compromised.
Throughout his tenure, Haisaki participated in key CCG operations. He escorted investigators Haise Sasaki and Tooru Mutsuki to Cochlea's lower levels for interrogations, reiterating his support for the Quinx. He attended multiple Special Class Investigator conferences, including one addressing the CCG's 13-year campaign against Aogiri Tree, where he inquired about squad deployments to Rushima Island. During the Third Cochlea Raid, Haisaki coordinated the prison's defense. He ordered the release of RC Suppressant Gas to subdue escaped ghouls and identified Sasaki as the instigator of the breakout.
Amid the raid's chaos, Haisaki panicked upon realizing Cochlea was being overrun, fearing he would share Misaka's fate for failing to protect the facility. While distracted, the SS-rated ghoul Donato Porpora approached him from behind, fatally twisting his neck and decapitating him.
