Hayato Isurugi serves as a mechanic for the Mobile Rescue Police, a role that places him at the heart of the organization's technical operations. He works under the direction of Chief Engineer Jou Kurumada, performing essential maintenance on the Drive Heads and dedicating significant effort to the construction of new support vehicles. His technical expertise is complemented by a friendly and diligent nature, and he possesses a strong, genuine passion for machinery that drives his work. In terms of appearance, Isurugi is a tall individual with short brown hair and brown eyes, and he is typically seen wearing glasses along with his standard uniform: a purple jacket featuring white and black sections, matching purple pants with a black stripe, and white boots.

Isurugi works in extremely close partnership with a fellow mechanic named Toshimichi Izawa, and the two are frequently seen collaborating on projects and responding to incidents together. Their primary joint achievement is the design and construction of two support vehicles, the Rescue Chainsaw and the Rescue Bulldozer, which can combine to form the Rescue Bull Chainsaw. Both mechanics pilot these vehicles during critical rescue missions. In one notable early incident, he and Izawa attended a car show with Gou Kurumada, a young boy who is a primary Drive Head pilot, which led to their intervention when a self-driving car called Idaten malfunctioned.

His duties extend beyond physical construction and maintenance to include providing remote technical assistance during Synchro Fusion operations, a process that allows Drive Heads and Support Vehicles to combine. Throughout the television series, Isurugi and Izawa deploy the Rescue Bull Chainsaw in response to various disasters, such as preventing the Ooguma Dam from bursting and clearing debris after a major landslide. One of the most significant threats the team faces is the Black Chip, a device that causes vehicles and machinery to malfunction. When the Mobile Rescue Police began researching these chips, Isurugi and Izawa analyzed the audio emissions they produce. Prolonged exposure to this sound had a dangerous effect, inducing temporary madness that caused the two mechanics to behave erratically until the equipment was deactivated, which provided crucial proof of the Black Chips' perilous nature.

Isurugi's role remains essential during the climactic battles of the series. When a support vehicle called the Transporter Gaia was infected by a Black Chip, he piloted another Transporter unit into combat. During the final confrontation with the supercomputer Ark, which housed the malevolent Evil AI, he collaborated with Izawa to identify a critical access route that allowed the primary pilot, Gou Kurumada, to reach the core of the threat. His character continues his support functions in the follow-up web series, participating actively in rescue efforts during widespread flooding caused by shifts in the Earth's axis. In the theatrical film events, he provided crucial technical support from outside a cyber network, operating a simulator alongside Izawa and Arisa Munakata to assist Gou Kurumada in his direct confrontation with the humanoid manifestation of the Evil AI. The name Hayato is derived from Japanese characters meaning fast person, while Isurugi combines the characters for stone and movement.
