Confident and often arrogant, Minaki displays a superiority complex, particularly challenging others like Ash who claim encounters with legendary Pokémon, partly fueled by jealousy over their experiences. Despite his pride, he works alongside allies like Ecruteak City Gym Leader Morty, who acts as his voice of reason; Morty's lack of surprise at Minaki's abrupt departures hints at an established dynamic. In the anime, Minaki assists Jimmy, Marina, and Vincent against Team Rocket's Attila and Hun, attracting Marina's interest partly due to his distinctive cape. While focused on encountering Raikou, he prioritizes keeping his companions calm during crises. His quest leads him to Ecruteak City's Burned Tower, where he reflects on the beasts' resurrection legend, expressing a desire to reassure them that humans can be trusted. This persistence finally grants him a long-awaited glimpse of Suicune. Within the Pokémon Adventures manga, Minaki exhibits a showy personality, performing flashy magic tricks for women and distributing autographed pictures. He travels using a Jumpluff and collaborates with Morty to locate Suicune, taking up the hunt himself after Morty's failure. An accidental confrontation with Crystal involving her Electrode leads him to declare her his rival. Minaki demonstrates manipulative tendencies, such as tricking an elderly couple into giving him Moomoo Milk by fake-healing their Miltank. He later battles a Team Rocket Ditto disguised as Suicune, defeats the Team Rocket Elite Trio, and steals the Clear Bell to access the Bell Tower, hoping Suicune awaits. Finding it gone, he continues his journey undeterred. Later, he rescues Suicune from a crystalline prison during a conflict with the Masked Man, though Suicune ultimately chooses Crystal as its partner; Minaki remains confident it will select him eventually. In the core series games Pokémon Crystal, HeartGold, and SoulSilver, Minaki battles the player in Cianwood City after Suicune flees, hoping to prove himself worthy.
