She constantly wears a floor-length black men's coat she treasures, frequently sleeping in it. While leading the hacking group "Team," she had shorter hair.

Born into the influential Kunagisa Syndicate, her unusual coloring may originate from an implied incestuous family union. She endured significant childhood trauma when the narrator "I" ("Ii-chan") psychologically "killed" her former self, an act born from his jealousy of her genius. During Ii-chan's five-year absence in Houston, she formed and led "Team," a cyberterrorist group of nine elite hackers who worshipped her as a deity. Though superficially treating them as equals, her behavior implied she regarded them more as slaves demanding absolute compliance. The group disbanded prior to Ii-chan's return.

Tomo exhibits traits of a diagnosed savant with extraordinary computer engineering abilities, creating hardware and software far surpassing contemporary technology. She also possesses a photographic memory but struggles to organize the flood of recalled information. A significant psychological limitation prevents her from navigating vertical movement like stairs or elevators alone without severe anxiety, though she once overcame this limitation when convinced Ii-chan faced mortal danger.

She focuses intensely on immediate interests, often ignoring others speaking to her, lacks conventional manners, and avoids unfun situations. She self-identifies as uniquely self-satisfied, claiming to live without suffering. However, she demonstrates obsessive attachment to Ii-chan, threatening global destruction if separated. She maintains rigid adherence to self-imposed schedules, earning the nickname "The Living Time-Table." Her complex relationship with Ii-chan evolves across the series, marked by declarations of love (which he rejects) and secretive behaviors like eavesdropping on his private conversations.

Her name reflects key attributes: "Tomo" means "friend," while "Kunagisa" uses formal characters for "nine" (玖) and "beach/shore" (渚), referencing her family's political world affiliation.
